An activist has cautioned that the ongoing pattern of suspending opposition officials, particularly without prior consultation, jeopardize the peace agreement and constitutes a clear breach of its provisions.
In a statement, Ter Manyang, Executive Director of the Center for Peace and Advocacy (CPA), stated that such actions, especially by state governors from the ruling Sudan People’s Liberation Movement in Government, threaten survival of the peace agreement.
“Articles 1.16 and 1.16.1 of the R-ARCSS clearly outline the responsibility-sharing ratio that must be maintained at the state and local government levels,” he added.
The activist appealed to state governors to prioritize the correct interpretation of the law to ensure that any suspension of a leader from any party to the peace agreement aligns with the terms of that agreement.
“There is a need for complete interpretation before any Governor makes a decision that could lead to negative feedback from their communities. Commissioners, as heads of counties, are responsible for maintaining peace and security,” he said.
He further stated that creating a leadership vacuum and disputes at the county level remain challenges that would likely lead to cases of conflict in those areas.
The activist added that during the governors’ forum, it was emphasized that they should initiate programs that promote peace and reconciliation among the people.
Ter’s concern comes at a time when the 2018 peace agreement continues to face numerous challenges, including armed confrontations between parties, suspension and arrest of opposition leaders including Dr. Riek Machar.
Recently, reports have emerged of dismissal of members and post-holders from the e Sudan People’s Liberation Movement in Opposition (SPLM-IO), the main opposition party, by their seniors from SPLM-IG, without due process.
On April 4, 2025, Gen. James Koang Chuol, the Governor of Upper Nile State, suspended James Gatluak Lew Thiep, the commissioner of Nasir County, who hails from the SPLM-Io, without providing a clear reason, a move that was rejected by the opposition.
Similarly, Governor Dr. Riek Gai Kok of Jonglei State suspended Puok Nyang Tutjiek, the commissioner of Akobo County, also from the opposition, on April 17, 2025, without a stated reason.
On April 22, 2025, Gen. James Koang Chuol again suspended Riek Gai Galuak, the commissioner of Ulang County, without offering a clear rationale.
On April 23, 2025, in Lakes State, Gen. Rin Tueny Mabor summoned Deng Mario Deng, the SPLM-IO-appointed commissioner of Cueibet County, to report to the state headquarters in Rumbek.
