Twice Ousted: Former ICT Undersecretary loses another Gov’t Job over alleged misconduct

Martin Mabior Mawien’s turbulent career in public service took another blow as the Executive Director of the Public Procurement and Disposal of Assets Authority (PPDAA), Deng Akuei Kak, officially terminated his employment over alleged misconduct.

The dismissal order, signed by Deng Akuei Kak, cited Mawien’s violation of laws prohibiting civil servants from criticizing the government.

“Per Section 82(d) of the Civil Service Act, 2011, and the PPDAA Act of 2018, which outline the expected conduct of civil servants, I hereby terminate Mr. Martin Mabior Mawien from his position,” read the order.

Mawien, who joined PPDAA on February 15, 2024, as a Senior Procurement & Supplies Officer, was later appointed Deputy Director of Procurement following recommendations by the Ministry of Public Service and Human Resource Development’s Recruitment Committee.

However, his tenure was abruptly cut short due to concerns about his conduct.

He has been instructed to return all government property, including official documents and office equipment, to the Finance and Administration Unit.

This dismissal follows President Salva Kiir’s recent decree revoking Mawien’s appointment as Undersecretary at the Ministry of Information, Communication Technology, and Postal Services on Monday.

Although the presidential order did not specify reasons, multiple sources claim that the decision was influenced by a widely circulated audio recording, in which Mawien allegedly criticized the government’s misuse of public resources some years ago.

His removal from two high-profile positions in rapid succession raises broader concerns about political accountability, government transparency, and restrictions on civil servants’ freedom of expression.

Mawien is yet to comment on the alleged misconduct, which, if proved, could raise questions about his future leadership career.
