East African nations agree on ICT cooperation framework

Experts from across East Africa have adopted 17 guidelines to harmonize and regulate information, communication, and technology (ICT) services.

The agreements were formalized in a communiqué at the close of the first Advisory Council and 30th Annual Assembly of the East African Communications Organization (EACO), held in Juba, South Sudan, from June 9th to 13th, 2025. 

Key frameworks were established to enhance regional collaboration in areas such as radio telecommunications standards (CERTS), postal and courier security, spectrum management, and broadcasting policy.

Additionally, the experts developed regulations for maritime frequencies and identities, cross-border frequency coordination, mobile services spectrum allocation, and e-waste data validation. 

Held under the theme “Shaping the Future of the East African Region through Digital Transformation,” the forum brought together delegates from all eight member states of the East African Community (EAC). 

Among the notable outcomes was the launch of the East Africa Framework on National CERT and Certification of Equipment for IT Services (CEITS).

The experts further committed to collaboration with central banks and other agencies to enhance mobile financial services regulation, consumer protection, service quality, and cybersecurity. 

Regional telecom operators were urged to actively engage in cross-border frequency coordination and strengthen collaboration with regulators to address challenges. Experts also encouraged mobile network operators to implement border roaming solutions to reduce false roaming incidents. 

To support the 2023-2028 strategic plan, national regulatory authorities and mobile operators were advised to facilitate participation in all EACO meetings for sustained progress. 

Caroline Koech, incoming Executive Director of EACO, emphasized the need to adapt to rapid digital transformations by promoting agility, flexibility, inclusivity, and forward-thinking approaches.

She outlined her vision for accelerating regional digital transformation, improving affordability, strengthening institutional resilience, and ensuring sustainability. 

Koech also stressed the importance of making EACO an inclusive space for regulators, innovators, and operators, ensuring all stakeholders feel heard, valued, and empowered, especially regarding emerging issues like artificial intelligence (AI) and data governance.
