CES governor Adil reconstitutes state town planning board

The Governor of Central Equatoria State, Emmanuel Adil Anthony, has issued a gubernatorial order reconstituting the Town Planning Board under the State Ministry of Housing, Lands and Public Utilities.

The order, issued on Tuesday, February 3, 2026, is aimed at strengthening urban planning, land administration, and public utilities management across the state, particularly in Juba and surrounding areas.

According to the order, the reconstituted board will be chaired by the First Director General of the State Ministry of Housing, Lands and Public Utilities. The Director of Town Planning will serve as the Secretary, while the Town Planning Board Clerk will be responsible for minute-taking.

The board brings together senior technical officials from key state institutions, including the Ministries of Roads and Bridges; Finance, Planning and Investment; Agriculture, Environment and Forestry; as well as representatives from Juba City Council and Juba County.

Other members include directors from the Directorates of Survey, Urban Water and Public Utilities, Rural Water, Lands Administration, Housing, Construction, and Administration and Finance, along with the Inspector of Public Health from Juba City Council.

The reconstitution is expected to enhance coordination among institutions involved in urban development, improve regulation of construction activities, and address challenges related to land use, public health, and infrastructure planning in Central Equatoria State.

State officials say the move underscores the government’s commitment to orderly urban development, sustainable land management, and improved service delivery as the state continues to experience rapid urban growth.
