South Sudan to establish ICT authority as part of media, tech reforms

South Sudan’s government has announced plans to establish a national ICT Authority as part of wider reforms aimed at strengthening the country’s media, communication, and digital technology sectors.

The announcement was made by Ateny Wek Ateny during a media workshop in Juba, where he outlined the government’s vision for improving digital governance and supporting responsible communication ahead of the country’s anticipated elections.

Ateny said the legal framework for the ICT Authority has already been approved and signed into law by President Salva Kiir Mayardit, paving the way for the establishment of the institution in the coming weeks.

According to the minister, the authority will oversee key areas including digital regulation, data protection, communication services, and coordination of emerging technologies across the country.

“When the ICT Authority is established, the Data Protection Act will also come into effect, and all institutions in the communication sector will operate under the new framework,” Ateny said.

He explained that the reforms are intended to modernize South Sudan’s communication systems, improve access to information, and strengthen digital infrastructure as the country prepares for future electoral processes.

The minister also said the government wants the ICT sector to support transparency, public awareness, and national development while addressing challenges linked to misinformation, cyber abuse, and irresponsible use of social media platforms.

Ateny stressed that the planned authority would work alongside institutions such as the national broadcaster SSBC, the Media Authority, and the National Communication Authority to improve coordination and expand digital services across the country.

He further called on journalists and media institutions to promote professional and responsible reporting, saying freedom of expression must be exercised within the law and with respect for national stability and social cohesion.

The establishment of the ICT Authority is expected to become one of the government’s major digital reforms as South Sudan continues efforts toward institutional development and technological expansion.
