Governor Mujung sweeps Juba city leadership in deep reshuffle

Central Equatoria State Governor, Lt. Gen. Rabi Mujung Emmanuel, has sacked Juba City Mayor Johnson Swaka Ngisak and his entire top team in a sweeping leadership shake-up aimed at revitalizing the capital’s administration.

Through four gubernatorial decrees announced on Friday, Governor Mujung removed the city’s top executives, replacing them with new faces in what observers see as a decisive move to restore discipline and efficiency at City Hall.

Under Decree No. 01/2025, the Governor relieved Mayor Johnson Swaka Ngisak of his duties, alongside Thiik Thiik Mayardit, Deputy Mayor for Administration and Finance, and Juma Moses Michael, Deputy Mayor for Infrastructure and Environment.

The changes paved way for a new leadership lineup under Decree No. 02/2025, which appointed Christopher Sarafino Wani Swaka as the new Mayor of Juba City Council.

In Decree No. 03/2025, Governor Mujung unveiled a new team of deputy mayors:

Jenifer Yabu Lasuba – Deputy Mayor for Administration and Finance

Lual Joseph Deng – Deputy Mayor for Social Services

Stephen Lomude Martin – Deputy Mayor for Environment and Waste Management

Meanwhile, under Decree No. 04/2025, the outgoing mayor, Johnson Swaka Ngisak, was appointed Senior Technical Advisor to the State Ministry of Local Government and Law Enforcement Agencies.

According to the decrees, all appointments and dismissals take effect immediately from the date of signature — October 17, 2025.

Governor Mujung’s reshuffle comes amid growing public concerns over poor waste management, urban disorder, and slow municipal service delivery within Juba City.

His move is being interpreted as a firm message to underperforming officials and a push to inject new energy and accountability into local governance.
