Kiir dismisses Biem, returns Manytuil as Unity Governor

President Salva Kiir Mayardit has dismissed Unity State governor Justice Riek Biem Top and reappointed former governor Joseph Nguen Manytuil in a late-night decree announced on Monday.

The decision, read on the state broadcaster South Sudan Broadcasting Corporation, did not provide reasons for the abrupt leadership change in the oil-rich Unity State.

Justice Biem had only served in the role since May 2024, when he replaced Manytuil.

Before his appointment, he worked within the military justice system of the South Sudan People’s Defense Forces and represented the army in the ceasefire monitoring body established under the 2018 peace deal.

Both Biem and Manytuil originate from Mayom County, a politically significant area within the state, a factor many say often shapes local power dynamics.

Manytuil’s return marks his second stint as governor, having first taken office in 2013 following the removal of Taban Deng Gai.

His earlier tenure, however, drew criticism from rights groups and international observers.

A 2023 report by the United Nations Panel of Experts on South Sudan accused him and other officials of involvement in serious human rights violations in the state.

He was also sanctioned by the United States Government over allegations linked to abuses during violence in Leer County.

The latest move comes amid ongoing political adjustments as South Sudan navigates fragile security conditions and prepares for long-awaited elections.
