South Sudan government forms committee to investigate Luri Air crash

The Government of South Sudan has formed a high-level fact-finding committee to investigate the recent aircraft accident involving a Cessna 208B Caravan that crashed in the Luri Mountains in Central Equatoria State.

The committee was established through a ministerial order issued by the Minister of Transport, Lt. Gen. Rizik Zakaria Hassan, under the legal framework of the Transitional Constitution of the Republic of South Sudan (2011, as amended) and the Civil Aviation Act.

The aircraft, registration number 5Y-NOK and operated by City Link Africa, crashed on the morning of 27 April 2026.

According to the ministerial order, the committee has been mandated to establish the facts, conditions, and circumstances surrounding the crash, including human, technical, and environmental factors that may have contributed to the accident.

The terms of reference further include reviewing technical documentation, assessing aviation safety compliance, and proposing recommendations aimed at preventing similar incidents in the future.

The multi-sectoral committee is chaired by the Acting Director General for Air Transport at the Ministry of Transport and includes representatives from the South Sudan Civil Aviation Authority (SSCAA), the Directorate of Criminal Investigations (CID), the National Security Service (NSS), the National Legislative Assembly’s transport committee, and legal advisors from the ministry.

The order also allows the committee to co-opt additional experts where necessary to support the investigation.

The committee is required to submit its findings and recommendations within one month from the date of appointment.

Authorities say the investigation is part of efforts to strengthen aviation safety and ensure accountability in the country’s air transport sector.
