
The Community Empowerment for Progress Organization (CEPO) has applauded the South Sudan Revenue Authority (SSRA) for its commitment to transparency after disclosing a record SSP 984.4 billion in non-oil revenue collected for the 2024/2025 fiscal year.
The commendation was issued by CEPO’s Executive Director, Edmund Yakani, following the public announcement by SSRA Commissioner General Simon Akuei Deng during the launch of the South Sudan Institute of Revenue Administration and the NORMA II Project.
Akuei revealed that non-oil revenue collections rose significantly from SSP 700 million in the 2017/2018 financial year to SSP 984.4 billion in 2024/2025, reflecting major progress in domestic revenue mobilization.
“Non-oil revenue collections have increased from SSP 700 million in the financial year 2017–18 to over SSP 984.4 billion in the fiscal year 2024–2025,” Akuei stated. “This growth demonstrates the effectiveness of reforms and the broadening of our national tax base. These revenues now support essential public services and infrastructure development.”
He acknowledged the country’s continued dependence on oil revenues but warned that this reliance has left the economy vulnerable to global oil price volatility, production disruptions, and other uncertainties.
In response, Yakani welcomed SSRA’s decision to make the revenue figures public, describing it as a critical step toward institutional transparency and accountability.
“Revenue Authority, thank you for embracing transparency. This is part of public financial reform,” Yakani said.
He further urged the Ministry of Finance and Planning to explain how the revenue will be allocated across the national budget.
“Our next question to the Ministry of Finance is how this money will be distributed between budget chapters, specifically Chapters 1, 2, and others, and how much will be injected into key production sectors like agriculture and essential services such as health,” he added.
Yakani emphasized that transparency must be followed by public clarity on spending to ensure citizens benefit from the progress made in revenue collection.
