Central Equatoria State sets SSP94 billion budget cap for 2026/27

The Central Equatoria State Council of Ministers has approved a spending ceiling of more than 94 billion South Sudanese pounds (SSP) for the 2026/27 fiscal year, paving the way for the preparation of the state’s annual budget.

The decision was reached during an extraordinary Cabinet meeting chaired by Governor Emmanuel Adil Anthony on Tuesday, where ministers reviewed revenue projections and proposed expenditure ceilings submitted by the Ministry of Finance, Planning and Investment.

According to the state government, the spending ceiling is intended to provide a framework for ministries, departments and agencies as they prepare their budget estimates for the upcoming financial year.

The memorandum was presented by the Minister of Finance, Planning and Investment, Janet Aya Alex, who outlined projected revenues and proposed allocations across government institutions.

Following deliberations, the Council approved the proposed expenditure ceilings with amendments, setting the overall spending limit at more than SSP94 billion for all state spending agencies during the 2026/27 fiscal year.

The Cabinet also authorised the Ministry of Finance, Planning and Investment to begin the administrative processes required to implement the decision.

As part of the next steps, the ministry was directed to issue budget circulars to all ministries, departments and agencies, informing them of their approved spending ceilings and providing guidance on the preparation of their budget proposals.

The government said the circulars are intended to ensure that all institutions prepare their budgets within the approved fiscal limits, a move aimed at strengthening budget discipline and improving public financial management.

The approval marks the beginning of the state’s budget formulation process ahead of the 2026/27 fiscal year, with detailed allocations expected to be finalised once ministries submit their budget estimates in line with the approved ceilings.
